Resource Groups Enforcement for Running Queries

Currently resource group resource validation for a query happens only before the query starts running; if the query passed the resource group memory limit it won't be killed (other queries won't be scheduled on this resource group).
This is a big problem because a specific user can cause starvation in the entire cluster.
