Use versioned config files

Ort is getting better all the time. This can cause the Docker image and config files used in this action to become out of date.
For the Docker image we already pin the version, see #133. However the config files can also change. We should make sure the config file is compatible with the action by creating a release in https://github.com/NLeSC/tortellini-on-rsd and using versioned URLs
