Invalid privacy manifest

When attempting to upload build to the App Store for distribution, they reject it because of invalid privacy manifest file.

Message from app store connect:
ITMS-91056: Invalid privacy manifest - The PrivacyInfo.xcprivacy file from the following path is invalid: “Reachability_Reachability.bundle/PrivacyInfo.xcprivacy”.
