Update an Overview template with new template format

Description

Doc Type Name: overview

Directory: https://github.com/thegooddocsproject/templates/overview

Sub-tasks

  1. Move the current https://github.com/thegooddocsproject/templates/tree/main/api-overview to an /overview/ directory.
  2. Update the format to include a template and a guide, as per https://github.com/thegooddocsproject/templates/blob/dev/CONTRIBUTING.md
