Fix bug for items search bar

Summary

Currently if the item doesn't exist on the list or if the spelling is incorrect when using the search/filter bar, the search bar disappears and component renders 'You have no items in your list. '

Acceptance criteria

• Search bar should remain on the page and user sees urgency category headings when an item is not found.
