FAILED: Fetching repository @@tflm_pip_deps_numpy; starting

I am trying to follow the hello world readme, but I keep getting errors like: FAILED: Fetching repository @@tflm_pip_deps_numpy; starting when I try to run any bazel build command.
This is happening both on macos M1 and windows 10 and windows 11.

I am very new to tensorflow in general and my goal is to run the hello world example on an esp 32.
