[RTE] Hitting enter while an embedded form is focused duplicates the form instead of adding a newline below

There's another variation of this bug.

If you add an embedded form, then move the cursor underneath it and backspace through any blank lines, that embedded form then becomes impossible to delete, and the bug I demonstrated above also makes it impossible to add any blank lines underneath it again.
