Automatically remove penalties

✨ Penalties must be removed automatically at the end of each semester

This action could be scheduled, for example using rocketry

An easy temporary solution would also be a button on the site for admins to remove all penalties. That way we can remove them ourselves each semester until we figure out how we want to do it periodically and when.

This button would need some additional confirm mechanism (are you sure? modal, or even having to type some string to verify).
