local setup configuration documentation

We now have local-setup documentation for the more advanced users, but there is no clear documentation on how to actually navigate the process for configuring the local setup such that an advanced user can easily setup their own bridge contracts, relayers, fee handlers, oracles, etc.

Per @MakMuftic: "I mean, not sure how easy it is to set up everything on local as you need to execute resource registration on chain and exchange relayers configuration. We definitely don't have a clear documentations for someone external to navigate this process."
