Add fun CSS and button animations to our Officers Page

Each officer has LinkedIn, email, and other link buttons. Add some fun css to make the page interactive.

Describe the solution you'd like

• On card hover, cast a shadow or pop up the card so it's clear what the mouse focus is on.
• On a button hover (for linkedin, email, website, other), add a hover animation so it's clear what the mouse focus is on
