MS OneNote unable to open the file: "We can't sync this section because we were denied access to the file"

Describe the bug
User is unable to open pdf files directly from MS OneNote as he is getting error "We can't sync this section because we were denied access to the file". It is only sumatra that is causing this issue, all other pdf readers are working fine.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'OneNote'
2. Add a pdf file to any norte in the app
3. choose to always open with sumatra
4. once the icon changes to sumatra, try to open the pdf directly from the note

Expected behavior
I would expect to be able to open the file as it is happening in other pdf readers
