original ref: strangelove-ventures/interchaintest#1139

Summary: make ict (upstream and here) more extendable so we do not have to import (due to SDK version issues as we want to upgrade)

cleanup and prettify https://github.com/strangelove-ventures/poa/blob/main/e2e/helpers/poa.go (use gRPC for queries instead). See about any upstream repos using and grab helpers too, if any

This will need a way to easily extend the work similar to: strangelove-ventures/interchaintest#1176

Then add a guide here & in interchaintest for how to import.
