Delegation Pools are a feature of SMTs. Document them here, and determine the best place.

What are the main intents behind delegation pools?
What does a delegation pool represent? (a fixed amount of an SMT? STEEM? SP?)
Who owns a delegation pool?
How many delegation pools can exist, and in what context?
What do delegation pools "do" by default?
What can be done with delegation pools?
How are delegation pools represented on the blockchain?

Once the above questions have been answered completely, create a story to add this information to the dev-portal.
