Upgrades OnnxRuntime and DirectML to more recent versions, fixing some issues with ARM builds. This also brings some general improvements for Diffsinger. Fixes #1346
Edit: Onnx versions 1.17.0 and above have breaking changes that affect Diffsinger, so upgrading to 1.16.3 instead. Verified it working on macOS x64 and ARM64 versions.
