Update to a new version does not work

Description

What steps will reproduce the problem?

On opening Spider a popup appeared suggesting to update to a new version. On clicking on Yes button the Issue reporter window appeared.

To do that, please close Spyder, open the Anaconda Prompt (on Windows) or a terminal (on macOS or Linux) and run there
