Describe the bug
When the tenant provisioning fails the subscription status is set as ACTIVE which is wrong as the subscription should only be active in case when the provisioning is complete.
Also as far as the provisioning is going on the status should be In progress and after any update from provisioning system the status should be updated accordingly.

Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
