url을 parsing해서 locale이 ko, en이 아니면 redirect to default locale
- ex: dm.snu.ac.kr/asdf/courses 을 dm.snu.ac.kr/ko/courses 로 redirect
url에 locale이 명시되지 않은 경우에도 redirect to default locale
- ex: dm.snu.ac.kr/courses 을 dm.snu.ac.kr/ko/courses 로 redirect
