As a user
I want to be able to Load WebSphere High Performance Extensible Logging (HPEL) Files.

HPEL is faster logging engine than the std JUL based engine in WAS. (See https://www-01.ibm.com/support/knowledgecenter/SSAW57_8.5.5/com.ibm.websphere.nd.doc/ae/ctrb_HPELOverview.html) Enabling the parser to parse these files would make it even more non invasive to enable request metrics in WAS.
