Use case. We need to have a page with what we offer to Hacktoberfest participants. Similar approach is done in other Projects.

From Refinement, the deadline to send the above link (landing page) is September 29th 2023. We would like to have a new milestone ( .e.g. hacktoberfest) for all related issues.
