Automation for Tekton bumps: shipwright-io/build#1657

• As discussed shipwright-io/build#1657 works fine as tested by @SaschaSchwarze0, however, the fork leads to permission issues while creating the automated PR. As agreed, @apoorvajagtap will approve the PR, so we can merge it and observe the behavior.
• It'll be helpful if @HeavyWombat or anyone with the b/w can review website PRs.
• @SaschaSchwarze0 is working on the automation to fetch the images, detect the vulnerability, and raise the alert. The question is, whether we want the vulnerabilities to be reported via issues or security alerts. We agreed to bring this up during the next community call to talk more about it.
