These folks have similar ambitions, some existing software that's web based, are Berlin based and open to collaboration. Also checkout p2panda which is somehow related I believe...

p2panda sounds promissing I opened an issue to ask what the status is. At the moment it sounds like a draft for future implementation.

p2panda will be starting implementation soon. Will keep an eye on the project but SSB does not sound right for my idea.
