Describe the bug

when a Combobox input is focused, the combobox popover should open when pressing ArrowDown (similar to the behavior of a Select component)

How to reproduce

go to https://ui.shadcn.com/docs/components/combobox
focus the example combobox
press ArrowDown
popover stays closed, instead the page scrolls
