Same issue on a Windows 11 and pip updated at the last version.

There are two solutions, for that you must have the c++ tool installed

https://visualstudio.microsoft.com/visual-cpp-build-tools/

go to the project.toml of the project and install the libraries that are there
https://github.com/sfu-db/dataprep/blob/develop/pyproject.toml

or you perform the following command
pip install -U git+https://github.com/sfu-db/dataprep.git@develop
