building sdk in monorepo project, it is determined that the project is not set up.

expected: build success
actual: sdk modify files, and install pacakges

I'am in monorepo so all dependencies are in root/node_modules.
sub apps no "dependencies", "devDependencies" field in package.json

but inner logic not determined it's setup project

원인을 찾았지만, 어떻게 수정하는게 나을지 몰라서 이슈만 남겼습니다.
