Is your feature request related to a problem? Please describe.
It would be nice to control cloud costs if the cluster is idle.

Describe the solution you'd like
Identify cluster not being used and stop it.

Describe alternatives you've considered
Manual stopping using Partner Dashboard or RoostDesktop.

Additional context
Discussion needed to identify criteria for idle state.
