As of this morning (24 June 2024), the http://data.roblox.com/Data/Upload.ashx endpoint is now rejecting place files. See: https://devforum.roblox.com/t/official-list-of-deprecated-web-endpoints/62889/62

We already support OpenCloud for uploading place files, so we can realistically just emit an error when someone tries to upload a place file with the Upload.ashx.
