RisingLight Scrum Meeting should be open to community

Currently at Singularity Data, the core maintainers of RisingLight will hold a scrum meeting every Wednesday 11am UTC+8. Upon the meeting, they will typically sync up the current status, make proposals, and discuss future directions.

After the open source of RisingLight, we have more and more community contributors involved in our project. I think it's time to hold a community-scale meeting, instead of in-company.

Therefore, in the RisingLight Scrum Meeting, we will:

• Before the meeting: send Zoom link and notify community members in the #risinglight-chinese Slack channel.
• At meeting: core maintainers will quickly go over the changes in the recent weeks. Currently, @wangrunji0408 @MingjiHan99 @st1page, @skyzh and @pleiadesian are actively maintaining this project.
• Then, community members (not limited to core maintainers) will discuss about proposals.
  • All proposals should be available on GitHub, either as GitHub Discussion, as GitHub issue, or as a pull request to the docs folder as RFC.
  • The topics should be decided at least one day before the meeting.
  • If there are no topics to discuss, the scrum meeting will be canceled.
• And finally, we will have a Q&A sections for the project direction.
• After the meeting, we will publish meeting notes in GitHub discussion.
• The meeting will be in Chinese.

After we publish the RisingLight tutorial, we will also have a walk-in office hour for Q&A after the scrum meeting.

After the discussion in our internal meeting, the scrum meeting will be public to the community.

• If there are no topics to discuss, we will cancel the meeting.
• The meeting will be in Chinese on Zoom.
• Before meeting, we should post the topics to the risingwave-chinese channel in RisingWave Community.
• (TBD) The meeting will “by default” be held on Wednesday. If there are community members who want to share their design ideas, we can start a vote for time.
