Validators not dropping off or scores changing when offline

A validator that goes offline will not have it's score change, then takes days to drop off. The 30 day score will eventually catch up occasionally, but 3-4 days later. Here's one that is 175k ledgers missing. I think it would be better to be removed after 50k ledgers have gone by.

I didn't change VHS. In my frontend I just filtered out the validators that were 50k ledgers behind.
