[Feature]: Create new config value assigneesFromDependencyDashboard

Our team rotates responsibility for who is in charge of managing dependency updates and it would be helpful if there was a way to tie a particular dependency update with who created it through the dependency dashboard. Not entirely sure if this is a data point that is known, but I'm hopeful since the dependency dashboard comment history registers who made the change

I've looked into the other assignee options and all of them would require us to rotate the members of github group which is not an ideal process.
