ensure subscription channel exists before updating the channel

during auto upgrade of client operator, provider sends the desired subscription channel, once all the storageclients agree to a specific channel client-op updates the subscription.

however, it may happen that the updated channel might not exist on the client cluster and so we need to ensure the channel existence before updating the subscription.
