Currently when you open a Extensions-> Project Management->Open Projects From List (after starting Reaper) it does not remember the folder you accessed previously with the same command. It defaults to "C:.....\Documents\REAPER Media"

Reaper remembers the last accessed folder for File->Open Project, Open Projects From List should do the same.
