vcpkg can manage packages for vs projects and cmake projects on Windows. Hope we can install via

vcpkg install libmem

one day without having to download binaries.

Maybe one day if requirements would get fulfilled. microsoft/vcpkg#41345
Might be worth of trying for conan or xrepo package managers.
