ETC2 support for KTX format

I really need to open a KTX file with python, but I can't do that because texture is compressed. So I have to install etcpack package which isn't supported for Python 3.11

You can ask etcpack author to update cythonized version of the library on the PyPI. Alternatively you can run python setup.py install from etcpack tarball which will cythonize etcpack.pyx with your current cython version.

Yeah, but the project is abandoned and I use it as not a DEV dependency. It's necessary part of the program and I need to install it with requirements

Try to reach the author, make a fork, make PR with this functionality in Pillow. You have a lot of options here
