New Skill: Internet Uptime Tracker #98

As I sometimes got some internet issues, I will implement an uptime tracker as next skill.
If somebody is faster - feel free ;)

Basic Idea:

Ping configurable IP(s) every x Minutes
Store results in telemetry

Additional:

Scenario Events: Down, Up
figure a way out, how to display the graphs (telemetry update?)

might make sense to combine this with https://github.com/project-alice-assistant/ProjectAliceSkills/tree/master/PublishedSkills/maxbachmann/Speedtest to create a ultimate skill to test how bad your internet is
