Bluetooth input device not connecting (cosmic only)

Paired Bluetooth devices in cosmic not functioning or connecting. This functions fine in the gnome de, but seems to run into an issue when in the cosmic de.

expected: click on cosmic Bluetooth applet, choose Bluetooth keyboard device, then the device connects, and keyboard input is accepted.

experienced: click on cosmic Bluetooth panel applet, click on Bluetooth keyboard device, and the progress ball rolls, then quickly disappears, without a successful connection to the device. repeated attempts yielded no different results.

I also used the cli tool bluetoothctl to attempt a connection, with the same failed result. Below, I will include some system and device info, and some output from dmesg, journalctl, and bluetoothctl. It should also be noted that I have successfully paired and connected many times in the cosmic de to my gen1 air-pods pro. This functionality remains even while the keyboard connection is failing.
