We need to fix SMAP_RSS_L2_SSS_V6 in l2ss-py and it's not producing footprints either. After we get a new forge-py algorithm working, we should backfill it, and then make sure it's working in Cumulus (after v18 upgrade).

We may want to pull this from OPS until we get the footprinting sorted out.
