GitHub action always uses most recent version despite of the tag #910

when the github action is used in a tag, that version is used, but it always downloads the NEWEST deb. the reason is that apparenlty GITHUB_ACTION_REF is not intended to be used by composite actions and therefore always empty. its the only way to get the tag, so the code falls abck to downloading the newest version.
