Request to add toggle popup notifications and check current status

1. Option to toggle on and off the popup notifications since I wish I could key bind the same key to both turn on and off notifications.
2. Option to query if the pop-up notifications are paused. (if this is implemented then could ignore the first request since one could script it.)

This' a non-issue. This can be easily scripted - see My Dotfiles zen-button script.

I run init mode in my startup script.

Technically, the state could be changed, but, so long as I just use the zen-button script, no problems will arise!

It's in fish-shell, the only difference you need to worry about (relative to bash) is (cmd) instead of $(cmd) and if ... else if ... end vs if ... elseif ... fi.
