Add instructions for creating a Docker container

Doesn't need to be exhaustive, just a simple introduction is fine and we can link to https://hub.docker.com/_/php for more.

Should probably be a section of its own which means the reference will need to be added to manual.xml.in in the doc-base repository, probably between &install.windows.index; and &install.cloud.index;.
