this can be fairly common in OSM because copy->pasting the street name for each building is tedious.

originally, the intention (to avoid people having to repeatedly type / copy-paste the street name) was that the nearest street could be used by default
which is a nice way of saying that not including the street name was a Bad Idea
and yet, the data is there
... these addresses are not currently imported in to Pelias but they could potentially be imported in to the interpolation database.
guessing the correct street at intersections will be difficult-to-impossible and selecting the wrong one could throw off interpolation ranges for that street.
it would be a good idea to adopt a more conservative approach to matching; for example, if two projections are similar distances or there is no projection within a set distance then we abort and ignore that record; for less problematic cases (such as linked above) we can probably guess the street without too much issue.
