[Bug] Court Change Sticky Web does not Prevent the Stat Increase from Defiant/Competitive

Describe the bug

If Sticky Web is swapped from the Opponent's side to the user's, and a Pokemon with Defiant/Competitive enters the field, Defiant/Competitive is incorrectly activated. (+2 to respective stat)

Reproduction

Use Sticky Web, then use Court Change, then switch in a Pokemon with Defiant or Competitive.

Expected behavior

If Court Change transfers an entry hazard, it will not have any effect until a new Pokémon is switched in. If a Pokémon with Defiant or Competitive is then switched in onto a Sticky Web, the Speed drop happens as usual, but the Abilities will not activate. Other Abilities like Contrary will, however.
