On Ubuntu 16.04
sudo apt-get install linux-generic-lts-vividinstalls kernel4.4.0.116.122, rather than 3.19. Note in the beginning of the Readme file that only Ubuntu 14.04 is supported or list instructions for newer versions.In fact, it's not possible to build VXLAN-GPE on 4.X kernel. At least without degrading (#136).
I also get the following error trying to build bm: p4lang/behavioral-model#555
