Voluntary step down from leadership

If an active node cannot see the topology, it may have network partitioning. A few options are:

• Just report error, maybe a graphite metric
• It automatically steps down and lets someone else take over (potential for infinitely cascading stepdowns)
• Ask some other node whether it can see those "dead" instances, and if so, hand leadership to that node.
