Deprecate chef-rundeck, bless better-chef-rundeck? #71

I think it's safe to say this line of development has stopped.

Shall we officially mark this project as deprecated and point users to https://github.com/atheiman/better-chef-rundeck?

Would anyone be interested in letting better-chef-rundeck take the name chef-rundeck and become version 3.0?

At the moment, I've marked the project inactive in favor of https://github.com/atheiman/better-chef-rundeck, if anyone would like to maintain this repository please let me know.

The Better Chef project looks like it had a recent commit 13 months ago

I've got folks at @sous-chefs that would be interested in maintaining this if you want to transfer it over there. It looks like the main issue for another maintainer is having authority to make a new release.

I was having talks with Rundeck about taking over the repository, let me just check with them as they were just acquired by PagerDuty.
