Substructure similarity

i would like to ask you if substructure similarity between binary vectors is possible, or would it be possible to implement it?

substructure similarity:
N_{A&B}/N_B
where
B is the substructure of A
N_B specifies the number of bits in B.
N_{A&B} specifies the number of shared bits in the A and B.
