i don't want random other people's repos on my dashboard, i want my own. how to set it up?

i can't find any way to add widgets to the dashboard, even ones i previously removed somehow. i don't even remember how i removed them, i just remember it was even more cluttered with useless junk. now its only two panels left, "Trending repositories" and "Recommended for you" and i can't get rid of them.

and more importantly, even if these junks remain at the bottom somewhere, i wouldn't mind that much, but how do i add my own repos or others that i want at the top?

I don't get your question.
However, I assume you want to pin some of your repositories or you want to delete some of your repositories.
There are the tips:

To Remove a Repository
1- open the repository
2-click on the sitting section
3-scroll down you can find some option for making privet or deleting.

To Pain some of your repo....
1: Just find the button for customizing the repositories and then pain the repository that you want to see all the people.

no, nothing of your answer is relevant at all.
this is about adding or removing content from my dashboard. not about deleting repositories, nor about pinning it to my profile.

You can't, at most you can try to filter things but no, they removed the old useful dashboard in favour of the GitHub equivalent of a twitter feed. Your best bet is to comment in the feedback thread with all the other disgruntled people. - https://github.com/orgs/community/discussions/13130
