Who is the ${{ github.actor }} in a workflow using the 'workflow_call' trigger #62108

Github.actor is the latest person to schedule/trigger the workflow. If user A creates/schedules a workflow, github.actor is that user. If user B modifies the schedule setting or something that deals with triggering the workflow, github.actor is user B. |

I am using a starter workflow that makes calls with a secret/token to other reusable workflows. It is triggered by pull_request and push events. In one of the reusable workflows, triggered by 'workflow_call' there is a command that uses the ${{ github.actor }} variable as a command line option.
I am passing the token, but what is the context of the workflow for the github.actor?
This is a public reusable workflow in our organization.
