how to make url case insensitive to avoid 404 page?

This is vite react js, and I am using github pages
I set my Routes case insensitive, I got 404 page when using any upper case character in the url string. Greatly appreciate your help.

This is resolved when I correctly placed 404.html at public folder. Also need using vite.configure.js to build and place it in dist. See this post for detail: https://stackoverflow.com/questions/76115927/page-not-found-react-vite-app-not-routing-correctly-on-github-pages#new-answer
