Used the doc below to build a action that comes and publishes using Gradle 7.6. I am building 1 war file and there are no subprojects. The logs show that it was successfully but the publish step indicates that its up to update and doesn't do anything. I am new to Actions so building a Hello World in Java using Gradle and have added the publishing and artifactorypublish tasks. The same Gradle file (with URL and credential changes) does successfully upload a war file to Artifactory.
What am I missing?

below is the log dump of the publish step. I am not generating any pom file as I don't need to share these (Spring boot apps)
