Cant fetch private organizations of user using Github app

Hi, i am using Github app in my project

1. user get authenticated using github app
2. after authentication i am using github app user access token to get list of public and private organizations using /user/orgs, but it is returning empty lists
3. while when i use /users/{username}/orgs i get public organizations like suggested in documentation

but the requirement is i need to fetch both public and private organizations using Github app (i cant use oauth app or personal access token because our requirement is to use Github app
